To walk on the tight rope of the limited demographic timeline up to 2040, NYCS felt the need to introduce the skill development mission at a much younger age, the schooling age. With dedicated, correlated and coordinated efforts the proposal of Kaushalya Setu initiative was prepared, pondered upon and passed with appreciation by the state government of Maharashtra on 19th October 2016 under the leadership of Chief Minister Shri. Devendra Fadnavis and Education Minister Shri Vinod Tawade. SSC and HSC students who fail to clear their exam, are accommodated in the skill development courses. As implementation partners of Kaushalya Setu we want to tap the potential of each child who is considered a failure and converting him or her as an asset by empowering them with an avenue to discover the hidden skills in them through a skill based programme. SETU is a Techno-Financial, Incubation and Facilitation Programme bridging the gap between education and employment. The trainings are be conducted in Government Polytechnic Colleges under Maharashtra State Board of Technical Education, Mumbai and Private Polytechnic Colleges in Maharashtra

The State of Maharashtra is known to be a progressive state, especially for the amazing leadership in the field of education. Keeping up with this rich tradition, the State School Education Department under the dynamic leadership of Hon.Chief Minister Shri Devendra Fadnavis and Hon. Minister of Education Shri. Vinod Tawde, has once again thought of bringing a change in the lives of many young students who have been deprived of an opportunity to fulfil their dreams due to lack of success in their tenth grade examinations. With this initiative of the Kaushalya Setu Programme, the dream of “Pragat Shaikshanik Maharashtra”, where no child is left behind is about to come true in its true sense.

It is observed that there are many reasons for students failing in the SSC examinations. The reasons vary from lack of academic interest in family, health, adolescence, to psychological and economic reasons. There is a high chance that repeated failure in exams affects the self-confidence of a child, his acceptability in society and family and his overall well-being. Though such students have also been seen to become mature and perform well in later stage of life after reaching a certain age, nevertheless till then they often miss out on the opportunity of education and many doors of education and skills are shut for them.

More often these failures result in the child becoming either depressed or careless and unconcerned. There is a huge chance of these youth going astray and taking up wrong paths. The families of these students also have to face a lot of trauma and find it difficult to get the child back into the mainstream.

For the first time, starting from the current year, the students who unfortunately could not pass SSC supplementary exam will get an opportunity to learn skills required by the industries so that they can move ahead confidently towards multiple options of employment, self-employment or higher education.

The Kaushalay Setu Abhiyan has been sanctioned as the very first non government project under Special Projects component of Pradhan Mantri Kaushal Vikas Yojana (PMKVY). School drop-outs and SSC failed students would be the target beneficiaries.
Role of NYCS in Kaushalya Setu Abhiyan

With an objective to channelize the SSC failed students of Maharashtra into the mainstream through various Skill Training courses, the state government through an extensive selection process has chosen the NSDC partner National Yuva Cooperative Society (NYCS) and a few other training associates as implementation agencies for this project.

The trainings shall be conducted in Government Polytechnic Colleges under Maharashtra State Board of Technical Education, Mumbai and Private Polytechnic Colleges in Maharashtra.

NYCS’s focal work-area has always been to equipping the youth with employable skills and to encourage them towards entrepreneurship. As implementation partners of Kaushalya Setu we want to tap the potential of each child who is considered a failure and converting him or her as an asset by empowering them with an avenue to discover the hidden skills in them through a skill based programme.

Kaushalya Setu Launch Abhiyaan Programme

Kaushalya Setu Abhiyan was launched on 19th October 2016 in Mumbai at at Y. B Chawan auditorium, opposite Mantralaya, Mumbai.

Union Minister of Skill Development Shri. Rajiv Pratap Rudy, Chief Minister of Maharashtra Shri. Devendra Fadnavis, Minister of Skill Development for the state of Maharashtra Shri.Sambhaji Patil Nilangekar and Education Minister of Maharashtra Shri. Vinod Tawde were the chief dignitaries for this launch programme. A grand event was organized for the launch with a digital screen in the backdrop to present audio visual introductions to the dignitaries present with emphasis on their contribution to the project.

The Principals and coordinators of all the training centres (111 polytechnic colleges approximately) attended the launch ceremony too. A special orientation program briefing them with the course of action was organized earlier in the morning at the auditorium of Sydenham College of Commerce and Economics in Churchgate. Officials of State School Education Board, Maharashtra State Board of Technical Education and NYCS made their respective presentations and guided the principals with detailed outline of the project and its process.

The print and social media promoted the programme on large scale and with the success of the launch, success of Kaushalya Setu Abhiyan to benefit the students at large is foreseen too.

Scope of the project
Government of Maharashtra conducts a supplementary SSC exam for those who could not clear it in first attempt. Students who clear this supplementary exam are eligible to appear for the junior college re-admission rounds and continue his/her education without wasting a year. But for those who have unfortunately failed even the second attempt at SSC examinations, the mark sheet still does not use the “failed” tag, but credits the mark sheet with a remark “eligible for skill development”.

With the view of not wasting an academic year for these students, a six month skill development course structure is introduced to them at the end of which they get a certificate for the skill acquired. An aptitude test is conducted for the students before admitting them to the programme to find out their inclination towards any particular interest and presenting them with career options that would aptly reflect their abilities.

This six month curriculum emphasizes more on practical knowledge and has 80% weightage to practicals and 20% weightage to theory, thus making them fit for employment immediately.

Being designed for the students failed in 2016 SSC exams, NYCS wants to give an equal opportunity to the SSC drop outs from earlier years too as it believes that education is a fundamental human right and should be available to everyone who wants to exercise it. With Kaushalya Setu, one can re-start his/her journey towards a better and secured future with dignity and worth.
