Recognition of Prior Learning (RPL) is a platform which provides recognition to informal learning with the aim to provide it with equal acceptance as the formal levels of education. RPL is beneficial to those people who have nonformal training or have prior learning and want to demonstrate it in the market. Suppose a person has a basic level of knowledge or skill, in spite of having this basic Skill he/she might not be able to attract employment. RPL helps these people assess themselves and provide them with the opportunity to hone their skills and get better job opportunities. NYCS has initiated the RPL project in the state of Uttar Pradesh, wherein 6000 drivers, comprising of OLA drivers and other local drivers of Taxi, Threewheeler Auto Rickshaw (passenger & commercial) and Commercial Vehicle (Light &Heavy) are given behavioural training (with special emphasis on behaviour with woman passengers) and are certified regarding the same. This project has been implemented across 5 locations in UP namely Lucknow, Allahabad, Varanasi, Kanpur and Noida.

The objective is to help get a large number of Indians exposed to industry-relevant experience which will help them get a better standard of living and good employment opportunities. Individuals with prior learning experience or skills will be assessed and certified under the Recognition of Prior Learning (RPL) component of the Scheme.

RPL Objectives

1. To align the competencies of the un-regulated workforce of the country to the standardized National Skills Qualification Framework (NSQF),

2. To enhance the career/employability opportunities of an individual as well as provide alternative routes to higher skilling and,

3. To provide opportunities for reducing inequalities based on privileging certain forms of knowledge over others.

NYCS RPL In Uttar Pradesh

Women safety has been a cause of concern for a long time now. Every day, specially while travelling solo, many women passengers have reported regarding sexual harassment by the drivers of the taxi services they hire. The fact that these numbers are increasing every day is a great cause of concern and require immediate action.

Keeping in mind the present scenario and the urgent attention it needs, the National Yuva Cooperative Society Ltd. (NYCS) has initiated the project ‘RECOGNITION OF PRIOR LEARNING’ in the state of Uttar Pradesh. wherein 6000 drivers, comprising of OLA drivers and other local drivers of Taxi, Three-wheeler Auto Rickshaw (passenger & commercial) and Commercial Vehicle (Light &Heavy) will be given behavioral training and will be certified regarding the same. This project shall be implemented across 5 locations in UP namely Lucknow, Allahabad, Varanasi, Kanpur and Noida.

This project will help the drivers having not had any formal training in the past to be trained and certified through the unique project of RPL under PMKVY. Since most of these drivers may not be educated through formal streams of education thus training on Soft Skills, Behavioral Skills and addressing the specific issue of behavior with woman passengers shall encourage and empower them through this project.

There has been a consensus in the government to give top priority to form a strategy on safety of women passengers and this project shall be a step towards the same.
